Probably the fact that the greater portion
of the Reserve would be devoted to a Public Fark was lost sight of. Otherwise I feel sure that the instruction would have been that for such portion the value should be taken as the difference in its value as agricultural land subject to certain rights of user by the War Department and as common permanently alienated for the free use of the public; while the remainder of the reserve (not included in the Garden Lots) should be valued as
building land.
1 have accordingly put a mere nominal value
on the portion to be devoted to the "King's Fark". That seems
to me a fair and reasonable course and I trust that it will
commend itself to you.
It is obvious that if the land to be
devoted to the Park were to be valued as building land the cost to the Colony would be encreous and I fear that if the taxpayers
of this Colony were to learn that it was proposed to ask them
to pay in money or in money's worth a sum of some Three Million
Dollars (as valued by you) for land which is not War Department-.
Property at all but over which the War Department have only
certain rights and which is to be devoted to a Public Fark in the
enjoyment of which the whole Garrison will join equally with the
Civil Fopulation, a great outery would be made and the friction
which formerly existed concerning the Colony's contributions in
land and money towards defence purposes would be revived.
Futting all questions of equity aside the
Colony cannot afford to make a Fublic Fark at the cost involved
if the method of valuation to which you direct my attention be
adopted, and if it be insisted upon I shall have no course left
open
